IMPORTANT PROCEDURE FOR SESSION 2010-2011
PROCEDURAL STEPS FOR PARTICIPATING IN ONLINE OFF CAMPUS COUNSELING:
A)       PAYMENT OF NON-REFUNDABLE COUNSELING FEE OF Rs. 500/- (by Candidate)

  1. Visit the website www.hscs.org , click on Pay Counseling Fee link.
  2. Fill in the personal and academic details in the form like Course Name, AIEEE Roll No., Name, Email ID, etc. and click on Make Payment.
  3. Pay the Counseling Fee by the following modes of payment:
  1. Credit Card / Debit Card
  2. Online Bank to Bank Transfer (Internet Banking)
  3. Cash Payment at Online Bank Counters of PNB / Axis Banks: Fill the form, pay cash and collect Online Transaction Code from respective Bank. The deposit slip to be used in case of cash deposit in bank can be generated through (in case of E-slip) and is also available at appendix-E (in case of M-slip). Submit the online transaction code/ID provided by bank in case of M-slip.
  4. e-Cash Coupons available at collection centres (selected Institutes where the Application Form is being submitted) and HSCS office: Note the Online Transaction Code from e-Cash coupons and submit the same.

B)     ON-LINE OFF-CAMPUS COUNSELING (through NIC).

  1. Go to the website www.tehadmissions.gov.in and enter AIEEE Roll
    No. entered by you on the website www.hscs.org for making payment.
  2. Fill in the Candidate Authentication Form and submit.
  3. Fill in the Registration Form and submit. Remember the password for future use and do not disclose to anyone else.
  4. Fill your choices for institutes and disciplines for mock counseling.
  5. Submit your final choices for counseling.
  6. Lock your choices for seat allotment.
  7. After the result declaration of the 1st phase of seat allotment, the candidate is required to deposit token admission fee of Rs. 20,000/- in the account of Haryana State Counseling Society through www.hscs.org , by following the same procedure for payment as defined in A(3). For details regarding counseling refer COUNSELING PROCEDURE below
  8. Candidates who don’t deposit the token admission fee of Rs. 20,000/- after 1st phase of counseling by the cut off date as mentioned in “Key Dates” would be out from the counseling process and would not be allotted any seat in subsequent phases of counseling. (Deposition of token admission fees by cutoff date is COMPULSORY to remain in counseling process)
  9. After the result declaration of the 2nd phase of counseling, the new selected candidate is
    required to deposit token admission fee of Rs. 20,000/- in the account of Haryana State
    Counseling Society through www.hscs.org, by following the same procedure for
    payment as defined in A(3). Candidates, who have already paid in 1st phase, would
    be possibly upgraded in allotment as per their choices and are not required to pay
    the token admission fees again
    .
  10. Candidates who don’t deposit the token admission fee of Rs. 20,000/- after 2nd phase of counseling by cut off date, would be out from the counseling process and would not be allotted any seat in subsequent phase of counseling. (Deposition of token admission fees by cutoff date is COMPULSORY to remain in counseling process).
  11. After the result declaration of the 3rd phase counseling, the new selected candidate is required to deposit token admission fee of Rs. 20,000/- in the account of Haryana State Counseling Society through www.hscs.org by following the same procedure for payment as defined in A(3). Candidates, who have already paid in 1st phase or 2nd phase, would be possibly upgraded in allotment as per their choices and are not required to pay the token admission fees again.
  12. Candidates who don’t deposit the token admission fee of Rs. 20,000/- after 3rd phase of counseling by cut off date, would be out from the counseling process and would not be allotted any seat. (Deposition of token admission fees by cutoff date is COMPULSORY).

COUNSELING PROCEDURE
(A)     Counseling Procedure for all the seats of Govt./ Aided/ University Department and 75% Seats of private Institutions to be filled by NIC.

  1. Admissions to B.E/B.Tech. course in the State offered by University Departments/ Govt. / Govt. Aided / Self Financing institutes shall be made through On-Line Counseling by NIC.
  2. Candidates can register themselves from the premises of any of the University Departments/ Govt. / Govt. Aided / Self Financing Participating Institutions (PIs) or from any Internet point of their choice. The list of PIs, with contact addresses is available in Chapter-4 and on website: www.hscs.org or www.techeduhry.nic.in
  3. On registration, Password has to be created by the candidate, for use in future logins, candidates are advised to keep records of this password secretly for their own use only and not to disclose this to others. In the event of loss of password or the candidates forgets the password, the same can be retrieved by the candidate on replying the queries by the system on the counseling website: www.tehadmissions.gov.in

Pre-requisites:
1. To participate in the counseling, it is mandatory for every candidate to register himself/herself through counseling website www.tehadmissions.gov.in with correct and complete information only after paying the counseling fees on
2. Only those candidates who have deposited non-refundable counseling fees of Rs.500/-through www.hscs.org are eligible for participation in On-Line counseling(s) and fill up the choices priority wise. They would only be allowed to fill up choices priority wise.

Procedure:

  1. Counseling Process would have three phased seat allotment. The counseling would be done by NIC using www.tehadmissions.gov.in.
  2. Filling choices: Maximum of 50 choices shall be filled by the candidate in the following pattern:

    * Priority 1: 1 to 47 Choices: Priority wise choices for a particular branch in a particular institute
    * Priority 2: 48th Choice: For a particular branch in any Institute.
    For a particular branch selected, four options namely, a, b, c, d will be shown to the candidate for selection of institute (with an option to select any institute of his choice for the particular branch selected) .
    * Priority 3: 49th Choice: In a particular Institute for any branch. (with an option to select any branch of his choice for the particular institute selected) For a particular institute selected, four options namely, a, b, c, d will be shown to the candidate for selection of branch.
    * Priority 4: 50th Choice: In any institute any branch.
  3.   Registration & filling of choices should be completed before the last cut off date.
    No fresh registration or filling/ changing of choices after 1st phase or 2nd phase of counseling will be allowed.
  4. The Inter-se-Merit of the registered candidates shall be displayed on website by NIC.
  5. Result declaration for 1st phase of seat allotment by NIC.
  6. After the result of 1st phase allotment ( for details see procedure for seat allotment), the candidates who have been allotted the seat shall deposit the token admission fee of Rs. 20,000-/ in HSCS account by a due date, failing which the candidate shall not be considered for subsequent phases of seat allotment and would be out of counseling procedure. The students who have deposited the token admission fee would be considered for upgradation in subsequent phase of allotment. The wait-list students who were not allotted any seats will also be considered for subsequent phase of allotment.
  7. 2nd phase of allotment (for details see procedure for seat allotment) shall be considered for these wait-list candidates who were not allotted any seat in previous phase and for upgradation of the allotted seat for those candidates who have deposited the token admission fee earlier.
  8. Result declaration for 2nd phase of seat allotment by NIC.
  9. After the result of 2nd phase allotment, the wait-list/upgraded candidates who have been allotted the seat shall deposit the token admission fee of Rs. 20,000-/ (who have not deposited earlier) in HSCS account by a due date, failing which the candidate shall not be considered for subsequent phase of seat allotment and would be out of counseling process. The students who have deposited the token admission fee of Rs. 20,000-/ may be considered for upgradation in subsequent phase of allotment. The wait-list students who were not allotted any seats will also be considered for subsequent phase of allotment.
  10. 3rd phase of seat allotment shall be done for wait-list candidates who were not allotted any seat in previous phases and for upgradation of the allotted seat for those candidates who have deposited the token admission fee earlier.
  11. Result declaration for 3rd phase of seat allotment by NIC.
  12. After result for 3rd phase allotment, the wait-list/upgraded candidates who have been allotted the seat shall deposit the token admission fee of Rs. 20,000-/ (who have not deposited earlier) in HSCS account by a due date, failing which the candidate shall not be considered for admission in the allotted institute and would be out of counseling process.
  13. The students who have not been allotted any seat till now are unsuccessful.

(B) Counseling for Kashmiri Migrants, Haryana Govt. School Toppers and MHRD seats shall be done online by NIC.
These candidates can download the Application Form from www.hscs.org or www.tehadmissions.gov.in , submit the Application Form along with attested copy of marksheet of qualifying exam and other relevant documents at HSCS office ( Kashmiri Migrants will be required to have the original certificate of Migration duly signed by the competent authority or Relief commissioner, whereas in case of Haryana Government School Topper, the candidates will produce a certificate in the support of their claim from the Principal/Headmaster of the Govt. School of which the candidate is topper clearly stating the strength of class etc.). They should also bring the original marksheet along with them during submission for verification by the HSCS officials. They are required to pay counseling fee of Rs.500/- (nonrefundable) through www.hscs.org and after the display of merit list for the eligible candidates they are required to participate in counseling by NIC through www.tehadmissions.gov.in
NOTE:
The candidates who have been allotted the seat and do not deposited the token admission Fee of Rs.20,000-/ by the due date will be out of counseling procedure and will not be considered for seat allotment in next phase. Thus, the candidates are advised to deposit the token admission fee as and when the seat is allotted as this is likely to upgrade in next seat allotment.
(C). Counseling procedure for 25% seats (including15% seats if any for children/ wards of NRIs) to be filled by the private institutions at their own level.
  1. Private institutions shall fill 25% seats (including 15% seats for children/wards of NRIs) at their own level in a just and transparent manner for which they shall invite the applications, prepare and display the merit list. The procedure shall be displayed by the Institute concerned on its website.
  2. The private institutions shall make these admissions before final cut off date of admissions.
  3. The minimum eligibility condition for these seats shall remain the same as that for 75% seats to be filled by the Haryana State Counseling Society.
  4. In the event of seats remaining vacant, if any, either out of these 25% seats or out of 75% seats to be filled up by the Haryana State Counseling Society, the vacant seats may be filled up between before final cut off date of admissions on first cum first served basis firstly on the basis of AIEEE merit and only thereafter on the basis of marks of qualifying examination.
  5. In any case all kind of admissions shall be done before the final cut off date admissions (as mentioned in key dates) and the fee fixed by the State Fee Committee shall be charged as per the laid down procedure. In any case higher fee shall not be charged.
  6. The final list of admitted candidates (including the institute level admissions) shall be updated online by the institutes by last cut off date of admissions, positively, so that the same may be forwarded to the concerned Universities. The wrong admissions, whatsoever, shall not be permitted.
